I hope you are well aware of the provision of the 7th Pay Commission regarding the date of increment. As per 7^th CPC, date of next increment in the case of employees joined in government service or promoted on 1st July, would be granted on the following 1st January. Similarly in the case of employees joined or promoted on 1st January, next increment would be granted on following 1st July instead of the previous one date of increment on the 1st July during the 6th Pay Commission pay structure. This was done with the intention to provide similar scope for all the employees. However, in a few states including Assam, the respective government is not following the two dates of increment instead of previous one date. This will create a huge loss to a whole lot of the employees in the long run.

In the following, I have provided two cases.

In case-1: A Person-A has joined as Assistant Professor with Master Degree and UGC NET on 30/3/2016. His basic pay on 1/7/2023 will be Rs. 73,100.00. However, in case of case-2, a Person-B has joined as Assistant Professor with Master Degree and UGC NET on 2/4/2016. His basic pay on 1/7/2023 will be Rs. 68,900.00 and to get the Basic pay equivalent to the Person-A mentioned in the Case-1, he/she need to spend another two years. The situation will worsen when both the people will move to the Academic Level-12, 13-A, and 14.

I request you all to kindly bring the matter to the notice of the concerned authorities.

Case-1

What if a person is promoted in December? Will s/he start getting the increment from the following Jan. 1?

Sir,
As per the new Circular from the Govt. of Assam, if the person is promoted to the higher academic level in December, he/she will be eligible for annual increment in the next year's 1st July.

As per 7th CPC,

In case of an employee appointed or promoted in the normal hierarchy during the period between the 2nd day of July, 2016 and the 1st day of January, 2017, the first increment shall accrue on the 1st day of July, 2017 and thereafter it shall accrue after one year on annual basis.

In case of an employee appointed or promoted in the normal hierarchy during the period between 2nd day of January, 2016 and 1st day of July, 2016, who did not draw any increment on 1st day of July, 2016, the next increment shall accrue on 1st day of January, 2017 and thereafter it shall accrue after one year on annual basis:

Thank you, sir, for clarifying this.

As per your response (and in accordance with the 7th CPC), an employee promoted in December will get the due increment only from the 1st July of the following year. Does it mean that the employee will be admissible to two increments on the 1st July of the following year, i.e., one for the promotion and the other for the annual increment?
